“Tsunami vs. El Niño” from an energy point of view

Why when a devastating and worrying Tsunami strikes a region, all the efforts are put together to re-establish the energy supply as soon as possible and investing in rebuilding the infrastructure as needed, while when the long-announced El Niño is threatening a region none of those efforts seem to be urgent?
